Section 4
The Board shall be a self-governing and organized body
(1) The Board shall be a self-governing and organized body with inalienable succession and shall acquire legal personality.
(2) As a legal entity, the Board may exercise its rights, perform its duties and perform its obligations in accordance with the prevailing laws.
